The Supreme People's Assembly (SPA; Korean: 최고인민회의) is the highest state organ of power of the Democratic People's Republic of Korea (DPRK) according to the country's Constitution. Under the principle of unified power, it is the only branch of government in North Korea, with all state organs subservient to it. In form and function, it parallels the legislature in other countries.
The constitution defines the position of the SPA as central in the country's system, with all institutions and offices - President of the State Affairs, State Affairs Commission, Cabinet, Supreme Court, and Supreme Public Prosecutor's Office, elected by it.
The SPA is convened once a week where they vote on bills/motions submitted by SPA members in the #spa-agenda discord channel.
The SPA consists of members of the community that have either bought the Party Congress gamepass, or by representatives of Ministries. SPA members may also be elected at the request of other assemblymen. The Workers' Party of Korea, which the constitution recognizes as the state's leading party, dominates the Assembly in a monopoly.

Functions

While the Supreme People's Assembly is vested with great powers by the Constitution, in practice the principles of democratic centralism leave it with little real power. Like most parliaments in Communist states, in its legislative role, it does little more than give legal sanction to decisions already made by the supreme leader and the top leadership.

The functions of the SPA are, as amended:

  • Vote to declare war (requires 2/3rds majority vote, and approval by national referendum)
  • Vote to remove the President of Presidium (requires 2/3rds majority, outside of a summit)
  • Vote to reshuffle the cabinet
  • Vote to impeach a government or military official on charges of treason (see Article 2 for impeachment proceedings and rules)
  • Vote to change the national anthem (requires 2/3rds majority)
  • Vote to change the flag (requires 2/3rds majority)
  • Vote to appoint a new member of the Standing Body
  • Vote to establish a new ministry
  • Vote to establish a new army division
  • Vote to establish a new military branch
  • Vote to appoint new judges for the Central Court
  • Vote to appoint a new Chief Prosecutor
  • Initiate a vote of no confidence against the Chairman and Vice Chairman of the SPA
  • Vote to establish new foreign policy
  • Vote to change the rules civilians must follow at the border
  • Vote to change the questions asked at the border checkpoint
  • Vote to conduct new opinion polls on government officials
  • Vote to hold a national referendum to leave the EU
  • Vote to accept or deny entry to an applying member state of CSTO
  • Vote to declare a state of emergency (requires 2/3rds vote)
  • Vote to bestow honorary titles upon citizens of the DPRK
  • Vote to appoint a Sergeant-At-Arms for the SPA summit hall
  • Vote to dismiss a Sergeant-At-Arms for the SPA summit hall
